இந்தியா – ஒரு பெரிய அங்காடி தெருவாகுமா?

பல பெரிய மேற்கத்திய சில்லரை வியாபாரிகள் இந்தியாவின் 120 கோடி ஜன சந்தையால் கவரப்பட்டு தங்களின் வியாபாரங்களை இந்தியாவில் திறக்க பல வருடங்களாக முயற்சி செய்து வருகின்றன. சமீபத்தில், சில நிபந்தனைகளுடன் இந்தியாவில் கடை திறக்க அரசாங்கம் அனுமதி அளித்துள்ளது. இதென்ன பெரிய விஷயம் என்று தோன்றலாம். உண்மையில் வியாபார உலகில் இது ஒரு மிகப் பெரிய மாற்றத்தை கொண்டு வரக் கூடிய ஒரு முடிவு. நம்மில் மிச்சமிருக்கும் சில அடையாளங்களை நீக்கிவிடும் வாய்ப்புள்ள ஒரு மிகப் பெரிய மாற்றம் என்று கொள்ளலாம். அனுமதி கொடுத்த பத்து நாட்களுக்குள் இந்திய அரசாங்கம் தன்னுடைய முடிவில் பின் வாங்கியுள்ளது. விசாரித்து முடிவெடுக்க வேண்டும் என்பது முடிவெடுத்தபின்தான் தோன்றியுள்ளது போல இருக்கிறது இந்த செய்தி. ஒரு புறம், பத்து ஆண்டுகளாக முடிவெடுக்க முடியாமல் திண்டாடுகிறது அரசாங்கம் eeஎன்ற குற்றச்சாட்டு. மற்றொரு புறம், இப்பவாவது விசாரிக்கத் தோன்றியதே என்ற ஒரு ஆறுதல்.

இதை நாம் நான்கு பகுதிகளாக அலசுவோம்: 1) நம்முடைய அன்றாட வாங்கும் முறைகள் 2) மேற்கத்திய முறைகள் 3) சமூக, கலாச்சார விளைவுகள் 4) அடுத்தபடி, என்னதான் நடக்கும்

நம்முடைய வாங்கும் முறைகள்

நம்முடைய வாங்கும் முறைகள் நம் பழக்கங்களுடன் வந்தவை. சில பொருட்களை நாம் தெருவிலிருந்து வாங்கத் தயங்குவதில்லை. தெருவோர சாப்பாட்டுக் கடைகள் மற்றும் காய்கறி வியாபாரங்கள் இல்லாத இடமே இந்தியாவில் இல்லை எனலாம். வீட்டிற்கு முன் வந்து வண்டியில் விற்கும் காய்கறியின் விலை மார்கெட் விலையை விட சற்று கூட இருந்தாலும், செளகரியத்திற்கு விலை கொடுக்க நாம் தயங்குவதில்லை. ஆனால், ஒரு ஃப்ரிட்ஜ் வாங்க வேண்டுமென்றால், பல கடைகள் ஏறி விலை விசாரிப்பதற்கும், நாம் தயங்குவதில்லை. நமக்கு குறைந்த விலையும் வேண்டும், தரமான பொருளும் வேண்டும், மேலும் உழைப்பு உத்தரவாதமும் வேண்டும்.

நம் சமூக அமைப்புகளின் தேவைகளை, பல சில்லரை வியாபாரங்களால் பூர்த்தி செய்யப்படுகின்றன. வீட்டில் டெலிவரி என்பது மிக முக்கியம். மேலும், பல கடைக்காரர்கள் மாதக் கணக்கு வைத்துக் கொண்டு, வசூலும் செய்கிறார்கள். அன்றாடத் தேவைகளுக்கு பக்கத்தில் உள்ள வியாபார அமைப்புகள் உதவுகின்றன. பெரிய பொருட்கள் மற்றும் விசேட வாங்கல்களுக்கு நாம் கடைத்தெருவிற்கு செல்கிறோம். Bazaar என்ற ஆங்கிலச் சொல் இந்தியாவிலிருந்து வந்ததுதான்.

பொதுவாக, இந்திய நகரங்களில் ஒரு வகையான வியாபார அமைப்பு உள்ளது. உதாரணத்திற்கு, கட்டிட சாமான்கள் ஒரு தெருவிலும், மின் பொருட்கள் மற்றொரு தெருவிலும், ஜவுளி கடைகள் இன்னொரு தெருவிலும் இருப்பது ஒரு சாதாரண நிகழ்வு.

இன்று, இந்தியப் பெரு சில்லரை வியாபாரிகள் நகரங்களில் கடைகள் திறந்து வியாபாரம் செய்து வருகிறார்கள். நம் பழைய வழக்கங்களை விட்டு விட்டு புதிய அங்காடிகளுக்கு சென்று விட்டோமா? முழுவதும் இல்லை என்பதே உண்மை. சமீபத்தில், ஒரு ஆய்வில், இந்திய நகர வாடிக்கையாளர்களின் வாங்கும் வழக்கங்களைப் பட்டியலிட்டிருந்தார்கள். பெரிய அங்காடிகள் சில பொருட்களை சற்று குறைந்த விலையில் விற்கிறார்கள். அந்த விலையில் உடனே மயங்கி வாங்கி விடுவதில்லையாம். பல வாடிக்கையாளர்கள், தங்களுடைய வழக்கமான கடைக்காரரிடம் பெரிய அங்காடிகளில் உள்ள விலையைச் சொல்லி, அதே விலையில் டெலிவரியுடன் பெற்றுக் கொள்வதில் குறியாக இருக்கிறார்களாம். இதற்கு ஏராளமான நேரம் தேவை. நேரமில்லாத இளைய சமூகத்தினர்கள் பெரிய அங்காடிகளில் வாங்குகிறார்களாம். இதனால், இந்திய பெரு சில்லரை வியாபாரிகள், ஓரளவிற்கே வெற்றி பெற்றுள்ளார்கள். அத்துடன், எல்லா பொருட்களும் பெரு அங்காடிகளில் கிடைப்பதில்லை.
இந்தியா ஒரு சாஷே (sachet) நாடு. இந்தியர்கள் எதையும் ஏராளமாக வாங்குவதில்லை. தேவைக்கேற்ப, சிறு சாஷேக்களில் வாரா வாரம் (தேவைப்பட்டால், இரு நாட்களுக்கு ஒரு முறை) வாங்குகிறார்கள். சாஷேயில் விற்பனை செய்யாத எந்த ஒரு நுகர்வோர் தயாரிப்பாளரும் இந்தியாவில் வெற்றிபெற முடியாது. இதை நன்றாக உணர்ந்த தயாரிப்பாளர்கள் (காப்பிப் பொடி, ஷாம்பூ, டீ) இந்திய முறைகளுக்கு தங்களை மாற்றிக் கொண்டுள்ளார்கள். இது போன்ற பொருள்களுக்கு வெளிநாட்டுத் தயாரிப்பாளர்கள் தேவையா என்பது நியாயமான கேள்வியாக இருந்தாலும் (பெரும்பாலும், தொலைக்காட்சியில் நகை வியாபாரம் தவிர ஏராளமாக விளம்பரம் செய்யும் நிறுவன்ங்கள், பன்னாட்டு நிறுவனங்கள்), குறைந்த பட்சம் நம்முடைய உபயோக முறைகளுக்கு இவர்கள் தங்களை மாற்றிக் கொண்டுள்ளார்கள் (எல்லாம் விற்பனைக்காகத் தான்!) என்று நாம் ஆறுதல் அடையலாம்.

மேற்கத்திய முறைகள்

மேற்குலகில் பல தரப்பட்ட மக்களும் கார் வைத்திருக்கிறார்கள். இதனால், அன்றாட தேவைகளைப் பூர்த்தி செய்ய, ஒரு 10 கி.மீ. பயணித்து பொருட்களை வாங்குவது சாதாரண நிகழ்வு. காரில் சென்று பொருட்களை வாங்குவதால், இத்தனை பொருட்கள்தான் வாங்க வேண்டும் என்ற அளவு ஓரளவிற்கு தளர்த்திக் கொள்ளலாம். நடந்தாலோ அல்லது பஸ்ஸில் சென்று பொருட்களை வாங்குவோர் தூக்கி வருவது ஒரு பெரிய விஷயமாக இருப்பதால், மிகவும் தேவையான பொருட்களை மட்டுமே வாங்க நினைக்கிறார்கள்.

வட அமெரிக்காவில் இடத்திற்கு பஞ்சமில்லை. பெரிய நகரங்களின் புறநகர் பகுதிகளில் ராட்சச அங்காடிகள் ஏராளம். இவற்றை டப்பா கடைகள் (box stores stores) என்று அழைக்கிறார்கள். விமானத்திலிருந்து பார்த்தால், உண்மையிலேயே இவை ஒரு சதுர டப்பா போலத் தோற்றமளிக்கும். கடை எவ்வளவு பெரியதோ அத்தனை பெரியது வாகனங்கள் நிறுத்துமிடம் (parking lot). சில ஆயிரம் கார்கள் நிறுத்தும் அளவிற்கு இடமளிக்கிறார்கள். நகர்புறங்களில் இவை பல மாடி வாகன நிறுத்துமிடமாக மாறிவிடுகின்றன. இவ்வகை கடைகள் பத்தாயிரம் சதுர அடி பரப்பு என்பது சாதாரணம்.
உள்ளே இவர்கள் விற்காத பொருளில்லை. பக்கத்து கிராமத்தில் விளைந்த உருளைக்கிழங்கும் உண்டு, பெருவிலிருந்து ஆப்பிளும் உண்டு. சைனாவிலிருந்து துணிகள் உண்டு, மின்னணுவியல் கருவிகள் உண்டு. இவர்களின் சாமர்த்தியம் பல ஆயிரம் பொருட்களை வரவழைத்து, வசீகரமாக அடுக்கி, சில பொருட்களுக்கு கவர்ச்சியான விலை வைத்து, ஏராளமாக விளம்பரம் செய்வது.
வாடிக்கையாளர்களுக்கு தனிப்பட்ட சேவை என்று எதுவும் கிடையாது. வாடிக்கையாளர்கள் இந்த ராட்சச கடைகளில் நுழைந்து வகைபடுத்தப்பட்ட பகுதிகளில் தங்களுக்கு வேண்டிய பொருட்களை தள்ளுவண்டியில் சேகரித்து வரிசையில் ஏராளமான கல்லாக்கள் (cash points) முன் நிற்க வேண்டும். இவ்வகை கடைகளில் பெரும்பாலான ஊழியர்கள் கல்லாவில் வேலை செய்கிறார்கள்.
சரி, சில செளகரியங்களை விட்டால், என்ன பெரிதாக செய்து விட்டார்கள் இவர்கள், என்று தோன்றலாம். இவர்களுடைய வெற்றியின் ரகசியம் மூன்று வகையானது: 1) சில பொருட்களை குறைந்த விலையில் சில நாட்கள் விளம்பரம் செய்து வாடிக்கையாளர்களை கவர்வது 2) வசீகரமாக தள்ளுபடி விற்பனை முறைகள் 3) பொருள் தயாரிப்பாளர்களிடம் சாமர்த்தியமாக விலை பேசுதல். இவற்றை சற்று விவரிப்போம்.

1. காப்பிப்பொடி என்பது நாம் அனைவரும் உபயோகிக்கும் பொருள். ஒரு கிலோ காப்பிப்பொடி, மற்ற கடைகளைவிட ஒரு 15% குறைவாக விற்பதாக விளம்பரம் செய்வார்கள். இதைப் போல, மேலும் சில பொருட்களின் விலையை சாமர்த்தியமாக குறைத்து, விளம்பரம் செய்கிறார்கள் (இதை flyer என்ற செய்திதாள் போன்று அச்சடித்து, கடையில் சுற்றிலும் உள்ள வீடுகளுக்கு அவர்களது அஞ்சல் பெட்டியில் சேர்த்து விடுகிறார்கள்). வாரக் கடைசியில் குறைந்த விலை பொருட்களை வாங்க கூட்டம் அலை மோதும். காப்பிப்பொடியை வாங்க வந்தவர்கள் வசீகரமாக அடுக்கப்பட்டுள்ள அருகாமையில் உள்ள பொருட்களையும் வாங்குவார்கள். மேலும், இப்படி விளம்பரப்படுத்தப்பட்டுள்ள காப்பிப்பொடி தீர்ந்து போகையில், இந்த கடையின் சொந்த வர்த்தக குறி தாங்கிய காப்பிப் பொடியை (Store Brand) வாங்கியும் செல்கிறார்கள். விளம்பரப்படுத்தப்பட்டுள்ள காப்பிப்பொடி நெஸ்கஃபே என்று வைத்துக் கொள்வோம். அதை வாங்க வந்தோர் வெறுங்கையோடு போக விரும்பாததை இவர்கள் நன்றாக அறிந்து, ஆராய்ச்சி செய்து, இப்படி செய்கிறார்கள். நெஸ்கஃபேயை சற்று விலை குறைத்து, சொந்த வர்த்தக்குறியை (இதில் லாபம் அதிகம்) விற்று, மேலும் காசு பண்ணுகிறார்கள்.

2. இரண்டு பற்பசை வாங்கினால், மூன்றாவதில் 50% தள்ளுபடி, என்று விளம்பரம் செய்வார்கள். ஒரு பற்பசை வாங்கச் சென்ற வாடிக்கையாளர், இந்த தள்ளுபடியில் மயங்கி, மூன்று பற்பசை வாங்கி விடுவார். இதைப்போல, பல கொத்து தள்ளுபடிகள் (bundling discount) உண்டு. அதாவது, மூன்று பொருட்கள் ஒன்றாக இணைத்து, (சற்று வேறுபட்ட பொருட்கள் – ஒரு சோப், ஒரு ஷாம்பூ போன்றவை) தனித்தனியாக மூன்றையும் வாங்குவதைவிட குறைவான விலை. உங்கள் தேவை என்னவோ அந்த மூன்றில் ஒரு பொருள்தான். ஒன்றை வாங்கப் போய் மூன்றை வாங்கி வருவீர்கள்!

3. பெரிய மேற்கத்திய சங்கிலி அங்காடிகள் தங்களுக்கு பொருள் வழங்கும் நிறுவனங்களை ஏகத்துக்கும் கசக்கி விலை பேசுகிறார்கள். இவர்களின் மந்திரம், இவர்கள் வாங்கும் (volume purchases) அளவு. 10 கோடி சோப் வில்லைகளை மாதத்திற்கு வாங்குகிறோம் என்றவுடன் தயாரிப்பாளரும் தள்ளுபடி செய்யத் தயங்குவதில்லை. விலையை மட்டும் குறைப்பதில்லை. இவர்கள் விற்று முடித்த பிறகுதான் தயாரிப்பாளர்களுக்குப் பணம் தருகிறார்கள். விற்று போகாத பொருட்களை தயாரிப்பாளர், சொந்த செலவில் கடைகளிலிருந்து அப்புறப்படுத்த வேண்டும். இதற்காகும் செலவைவிட இன்னும் குறைந்த விலையில் விற்றால் என்ன என்று சங்கிலி அங்காடிகளிடம் வேறு வழியின்றி ஒப்புக் கொள்கிறார்கள். பெரிய தயாரிப்பாளர்கள் தங்களது பெரிய விளம்பர உத்திகளை உபயோகித்து எப்படியோ நுகர்வோரை கடைக்கு வர வைத்து விடுகிறார்கள். சிறு தயாரிப்பாளர்கள் பாடு திண்டாட்டம் தான். இந்தியா போன்ற வளரும் நாடுகளிலிருந்து துணிகள் அதிகம் இறக்குமதி செய்கிறார்கள். தரக் குறைவு என்று தயவு தாட்சின்யமின்றி சிறிய குறைகளுக்காக இறக்குமதி செய்த துணிகளை நிராகரிக்கிறார்கள். செலவு செய்து துணிகளை (பெரும்பாலும் readymade வகைகள்) ஏற்றுமதி செய்த தயாரிப்பாளர், வேறு வழியின்றி, தள்ளுபடி விலைக்கு ஒப்புக் கொள்ள நிர்பந்திக்கப் படுகிறார்.

ஏராளமான இளைஞர்களுக்கு வேலை கொடுக்கிறோம் என்று சங்கிலி அங்காடிகள் அலட்டிக் கொள்ளுவார்கள். மேற்கத்திய சீறழிவிற்கு இவர்களும் ஒரு காரணம். எவ்வளவு குறைந்த சம்பளம் கொடுக்க முடியுமோ (சட்டப்படி அடிப்படைக் கூலி) அவ்வளவு குறைந்த ஊதியம் கொடுக்கிறார்கள். பள்ளிப் படிப்பு போதுமானது. கணினிகள் விலைப் பட்டியல் வேலையில் பாதியை செய்து விடுகின்றன. கல்லூரி படிப்பிறகு உதவியாக இருக்கட்டுமே என்று இளைஞர்கள்/இளைஞிகள் இது போன்ற வேலைகளை பகுதி நேரத்தில் செய்கிறார்கள்.

மேற்குலகில், பொதுவாக அதிகம் படித்தவர்கள் இல்லை. பல்கலைக்கழகப் படிப்பு என்பது இன்றும், இங்கு சற்று பெரிய விஷயம். சங்கிலி அங்காடிகள், இந்தியாவில் பரவினால், பல்கலைக்கழக முதுநிலைப் பட்டதாரிகளை கால் செண்டர் வேலை போல இப்படி அறிவாற்றலே தேவைப்படாத வேலையில் அமர்த்தி, நம் நாட்டையும் சீரழிக்க வாய்ப்புண்டு என்பது என் கருத்து.

வட அமெரிக்காவில் வீடுகள் (குறிப்பாக புறநகர் பகுதிகளில்) பெரிதானவை. பல அறைகள் கொண்ட வீடுகளில் எந்த பொருள் எவ்வளவு இருக்கிறது என்று கணக்கிட யாருக்கும் நேரமிருப்பதில்லை. வீட்டில் இருக்கும் பொருட்களையே மீண்டும், மீண்டும் தேவையில்லாமல் வாங்குவதில் சூரர்கள்! இதை சங்கிலி அங்காடிகள் நன்றாக அறிவார்கள்.

அத்துடன் பொருட்களை ஏராளமாக வாங்குகிறார்கள். பெப்ஸி என்றால் 24 தகரக் குவளைகளை (cans) வாங்குகிறார்கள். அதுவும் 5 க்ரேட்கள் (ஒன்றில் 24) மிகச் சாதாரணம். இது போன்ற தேவைக்கு அதிகமான பொருகளை வாங்க வைப்பது சங்கிலி அங்காடிகளின் சாமர்த்தியம். இன்று அது மேற்கத்திய கலாச்சாரத்தின் ஒரு அடையாளமாகவே ஆக்கிவிட்டாடர்கள். பற்றாக்குறை என்பதை அறியாத ஒரு உலகின் வெளிப்பாடு இது. இதை consumerism என்று பெருமையாக சொல்லிக் கொள்ளுகிறார்கள். ஏராளமான வர்த்தகக் குறிகள், அழகாக அடுக்கப்பட்டு, பல்லாயிரம் சதுர அடிகளுக்கு கொட்டிக் கிடக்கும் சாமான்கள் என்று இதை ஒரு மோசமான பழக்கமாக்கி விட்டார்கள்.

இன்று மேற்குலகில் சில்லரை வியாபார வேலைகள் தொழிற்சாலை வேலைகளைவிட அதிகம் என்ற அவல நிலை உள்ளது. சில்லரை வியாபார வேலைகளில் நிரந்தரத்தன்மை கிடையாது. வளர்ச்சி கிடையாது. மேலும் Walmart போன்ற அமைப்புகள், உள்ளூர் தயாரிப்பாளர்களை உதறிவிட்டு, சைனாவிலிருந்து கப்பல் கப்பல்களாய் இறக்குமதி செய்து விற்றுத் தள்ளுகிறார்கள். வட அமெரிக்காவில் தொழிற்காலைகள் நலிந்து வருகின்றன.

ஏராளமாக பழங்கள் விளையும் ஒரு பகுதியில், அங்காடிகள், மற்றும் தொழிற்சாலைகள் அங்குள்ள விவசாயிகளிடமிருந்து பொருட்களை வாங்கிய காலம் போய்விட்டது. உதாரணத்திற்கு, பதப்படுத்தப்பட்ட பழ வகைகளை சைனாவிலிருந்து ஜாம் (Jam) தயாரிப்பாளர் இறக்குமதி செய்கிறார். ஏனென்றால், சைனா விலை குறைவு. அங்காடிகள் இந்த ஜாமை நமக்கு விற்கின்றன. சுற்றியுள்ள விவசாயிகளிடமிருந்து காய்கறிகள், ரொட்டி போன்ற அழுகக்கூடிய பொருட்களை மட்டுமே வாங்குகிறார்கள்.

இவர்கள் குறி ஒன்றே ஒன்றுதான் – பண லாபம். விவசாயியாவது, தொழிற்சாலையாவது! உலகின் மிகப் பெரிய நிறுவனம் எது? Walmart!

 

சமூக, காலாச்சார விளைவுகள்
சில்லரை அங்காடிகள் தேவையானவை. ஆனால், அது ஒன்றுதான் தேவை என்று நினைக்கும் போதுதான் பல எதிர்பாரா பின் விளைவுகள் தோன்றுகின்றன. மேற்கத்திய நாடுகளின் அவல நிலையைப் பார்த்து இந்தியா போன்ற நாடுகள் பல பாடங்கள் கற்றுக் கொள்ள வேண்டும். செல்பேசி துறையில் மேற்கத்திய நாடுகளின் பல தவறுகளை நாம் தவிர்ததைப் போல, இங்கும் பல வாய்ப்புகள் உள்ளன.
இந்தியாவில் சில்லரை வியாபாரிகள் பொது ஜனங்களுக்கு பொருட்களை கொண்டு சேர்ப்பதில் பல குறைகளுடன் வியாபாரம் நடத்தி வந்துள்ளார்கள். சில, பெரு நகரங்களைத் தவிர இந்த வகை சிறு அங்காடிகள் (mom and pop store என்கிறார்கள்) பல நூற்றாண்டுகளாக நடத்தி வருகிறார்கள். இவர்களுக்கு தங்கள் வாடிக்கையாளர்கள், அவர்களது வாங்கும் பழக்கங்கள், மற்றும் வாழ்க்கை அத்துபடி. இவர்களது வியாபாரங்களில் கணினி மற்றும் மென்பொருள் தாக்கம் மிகக் குறைவு. இதனால், இவர்களது பார்வையில் வியாபாரத் தொலை நோக்கு மிக்க் குறைவு. மிக முக்கியமாக, பொருட்களை தருவிப்பதில் (supply chain management) இவர்களது பங்கு மிக குறைவு.
பன்னாட்டு அங்காடிகள் சரக்குpப் போக்குவரத்தில் ஏராளமாக முதலீடு செய்கிறார்கள். வட அமெரிக்காவில், கலிஃபோர்னியாவில் விளையும் பழங்கள் நியூயார்க்கிற்கு லாரிகள் மூலம் 5,000 கி.மீ. பயணிப்பது சாதாரண விஷயம். பீகாரில் விளையும் லீச்சி என்ற பழம் தென்னிந்தியாவிற்கு வருவதற்கு முன் அழுகிவிடும். இதற்கு குளிர்சாதனப் பெட்டிகள் உடைய விசேட லாரிகள் தேவை. அதே போல, மத்திய அமெரிக்காவிலிருந்து வாழைப்பழங்கள் விசேட கப்பல்களில் பல்லாயிரம் மைல்கள் பயணித்து பெரும் அங்காடிகளை வந்து சேர்கின்றன.
இப்படிப்பட்ட முதலீடு (logistics) நமக்கு தேவையா என்று விவாதிக்க வேண்டும். பீகார் பழம் இல்லாவிட்டால் என்ன? ஆனால், வளரும் இந்திய கட்டமைப்பு வசதிகளை வைத்துக் கொண்டு, சில மாநிலங்களுக்குள் இப்படிப்பட்ட பொருட்கள் தருவிக்கும் ஏற்பாடுகளை செய்ய நாம் முன் வர வேண்டும். வட இந்திய மாநிலங்கள் சட்டம் ஒழுங்கு என்பது இன்னும் சரியாக அமல் படுத்தாது எல்லோரும் அறிந்த விஷயம். இதற்காக பெரிய பன்னாட்டு அங்காடிகளை நம்ப ஆரம்பித்தால் அதன் விளைவுகள் நம் சமூதாயத்தை பல விதத்திலும் பாதிக்கும்.
ஒரு பெரிய அங்காடி ஒரு ஏரியாவில் வந்தால், பல சிறு வியாபரங்கள் கடையை மூட வேண்டிய சூழ்நிலை உடனே உருவாகும். மேற்கத்திய பெரும் சங்கிலி அங்காடிகள், பல சிறு வியாபரங்களை ஏப்பம் விட்டே வளர்ந்தவை. இங்கு, இன்னும் பல கிராமப் புற சூழல்களில் இது போன்ற பெரிய அங்காடிகளுக்கு எதிர்ப்பு இருக்கத்தான் செய்கிறது. ஆனால், சங்கிலி அங்காடிகள் தங்களுடைய அரசாங்க செல்வாக்கை பயன்படுத்தி, இதை எல்லாம் ஒடுக்கி, மேலும் கடைகளை திறக்கத்தான் செய்கிறார்கள்.
சுற்றியுள்ள சிறு தொழில்களை பெரிய சங்கிலி அங்காடிகள் புறக்கணித்து வந்துள்ளார்கள். இவர்கள் கடை திறந்ததற்காக இதுவரை எந்த சிறு தொழிலும் கொண்டாடியதாக செய்தியில்லை. வால்மார்ட் வந்தால் கூடவே மெக்டானல்ஸும் உண்டு. இன்று, வால்மார்ட் மெதுவாக வங்கி தொடங்கியுள்ளது. அங்கு புரளும் காசு ஏன் இன்னொரு வங்கிக்குப் போக வேண்டும்? இப்படித்தான், வளர்ச்சி என்று வால்மார்டினால் மற்ற தொழில்களை விழுங்கவும் முடிகிறது. அத்துடன் ஒரு கார் கராஜ், கண்ணாடிக் கடை என்று மேலும் சிறு தொழில்களை மழுங்க வைக்கும் சக்தி, இந்த சங்கிலி அங்காடிகள். ஒரே கூரையின் கீழ் பல வித வாடிக்கையாளர் சேவை என்று சொல்லி, பல சிறு தொழிகளையும் பாதிக்கும்படி செய்து விடுகிறார்கள். சில சின்ன வியாபாரிகளை கடை மூட வைக்க கவர்ச்சியான தள்ளுபடி செய்வதில் சங்கிலி அங்காடிகள் வல்லவர்கள். மூக்கு கண்ணாடி வியாபாரத்தில் கொடுத்த தள்ளுபடியை மற்ற பல வியாபாரங்களில் ஈடு செய்வது பெரிய அங்காடிகளுக்கு எளிது. ஆனால், மூக்கு கண்ணாடி வியாபாரம் செய்யும் ஒரு சின்ன வியாபாரத்தால், இதை எப்படி ஈடு செய்ய முடியும்?
பள்ளி மாணவர்கள், விடுமுறை காலங்களில் வால்மார்டிற்கு வேலை செய்கிறார்கள். புதிதாக சம்பாதிக்கும் இளைஞர்கள் இப்படிப்பட்ட வேலைகளில் மயங்கி, மேற்படிப்பை துறந்து விடுவது மேற்குலகில் நடக்கும் ஒரு சாதாரண சம்பவம். மிக முக்கியமான விஷயம் என்னவென்றால், அதிகம் படிப்பு தேவையில்லாத தொழில் சில்லரை வியாபாரம். பல சில்லரை வியாபார மேலான்மை (retail management) பாடங்கள் இன்று சில பல்கலைக்கழகங்களில் இருப்பது உண்மை. ஆனால், இப்படி பட்டம் படித்த இளைஞர்கள் அதிகமாக தேவை இல்லை என்பதும் உண்மை. 10,000 பள்ளி படிப்பு படித்த இளைஞர் தேவைப்படும் ஒரு சில்லரை ராட்சச வியாபாரத்திற்கு, 2 அல்லது 3 படித்த இளைஞர்கள் தேவை. ஒரு நாட்டின் அறிவாற்றலை பெருக்க இது போன்ற தொழில்கள், உற்பத்தி போன்ற தொழில்களைப் போல ஊக்குவிக்க கூடாது என்பது என் கருத்து. அதிக வேலை வாய்ப்பு என்று இதன் பின் போகக் கூடாது. இப்படி, இதன் பின் சென்று, இன்று மேற்கத்திய நாடுகள் எல்லா உற்பத்தி தொழில்களையும் துறந்து அவலமாய் காட்சி அளிக்கின்றன. இந்தியா போன்ற வளரும் நாடுகள் மிகவும் தொலை நோக்கோடு எப்படிப்பட்ட தொழில்களை ஊக்குவிக்க வேண்டும் என்று முடிவெடுக்க வேண்டும்.
அடுத்தபடி, என்னதான் நடக்கும்?
எத்தனையோ மேற்கத்திய தொழில்கள் இந்தியாவில் தொடங்கப்படவில்லையா? ஏன் இந்த ஒரு தொழில் மாற்றத்தை மட்டும் பற்றி விரிவாகக் கட்டுரை எழுத வேண்டும்? ஏன் இதை நாம் ஒரு பெரிய விஷயமாக்க வேண்டும், என்று தோன்றலாம். இந்த மாற்றம் மற்ற தொழில் சம்மந்தமான மாற்றங்களைவிட அதிகம் தாக்கம் உண்டாக்கும் சக்தியுள்ளது என்பது என் கருத்து. முதலாவதாக, இறக்குமதி என்பது நம்மிடம் இல்லாததை நம் தேவைக்கு ஏற்ப மற்ற நாடுகளிடமிருந்து வாங்குவது.
மேற்கத்திய சங்கிலி சில்லரை வியாபாரங்கள் நம்மிடம் கொட்டிக் கிடக்கின்ற ஒன்றை குறியாக வைத்து இந்தியாவில் கடை விரிக்க முயலுகின்றன. அது நமது 120 கோடி ஜனத் தொகை. இப்படிப்பட்ட ஒரு வாய்ப்பு அவர்களுக்கு இருந்ததே இல்லை. இன்று இந்திய அரசாங்கம் போடும் நிபந்தனைகளுக்கு ஒப்புக் கொள்வார்கள். ஏனென்றால், இந்திய அரசியல்வாதிகள் சந்தர்ப்பத்திற்கு ஏற்ப சுயலாபத்திற்காக எதுவும் செய்வார்கள் என்பதை இவர்கள் நன்கு அறிவார்கள். அத்துடன், நம் சட்டங்கள் வெறும் காகிதச் சட்டங்கள் என்பதையும் இவர்கள் அறிவார்கள். ஒரு காலத்தில் கோகோ கோலாவும், பெப்சியும் இந்தியாவிலிருந்து வெளியேறி, இன்று சக்கை போடு போடுகிறார்கள். அது போல, மாறும் இந்திய அரசியலில், பன்னாட்டு வில்லரை வியாபாரங்கள் தேவைக்கேற்ப வளைந்து கொடுப்பவர்கள் இல்லாமலா போய்விடுவார்கள்?
ஆரம்பத்தில் விவசாயிகளுக்கு உதவுகிறேன் என்று சில காரியங்கள் செய்து ஊடகங்களில் நல்ல பெயர் எடுப்பார்கள். அதே ஊடகங்கள் கண்ணில் படாமல், இது போன்ற முயற்சிகளை பண லாபத்திற்காக கைவிடுவார்கள். நம் சட்டங்கள் சரியாக அமுல்படுத்தப் படாமல், இவர்கள் நழுவ வழி வகுக்கும். ஆரம்பத்தில் போக்குவரத்து முதலீடு எல்லாம் நடக்கும். ஆனால், சைனா பொருட்கள் அதே போக்குவரத்து முதலீடு மூலம் வரவழைத்து, இந்தியச் சிறு தொழில்கள் நலிவுறும். கடைசியில் இவர்களது லாபம் மட்டுமே வெல்லும். பங்கு சந்தையில் இவர்களது பங்கை வாங்கி, சில இந்தியர்கள் பயனடைவார்கள்.
வட அமெரிக்காவில் எந்த சிறு ஊர்களுக்கு சென்றாலும், அதை இணைக்கும் நெடுஞ்சாலைக்கு அருகே பெரிய சதுர சில்லரைக் கடைகள் உண்டு (box retailers) . எந்த ஒரு சிற்றூருக்கும் தனித்தன்மை என்ற ஒன்று கிடையாது. எங்கு சென்றாலும், ஒரு டார்கெட், ஒரு ஹோம் டிப்போ, ஒரு வால்மார்ட் என்று அச்சடித்தாற்போலத் தோன்றும் ஊர்கள். இந்தியாவின் தனித்தன்மையே வெறும் 20 கி.மீ. க்குள் கலாச்சாரமே மாறிவிடும். இங்கு, பல்லாயிரம் மைல்களுக்கு ஒரே சதுர சில்லரைக் கடைகளால் செதுக்கப்பட்ட கடன் வாங்கிப் பொருள் வாங்கும் கலாச்சாரம்.
மற்ற தொழிற்சாலை சம்மந்தப்பட்ட இறக்குமதிகளின் தாக்கம், அந்தத் துறைகளில் மட்டுமே. இந்த மாற்றம் நம்முடைய பழக்க வழக்கங்களை முழுவதும் மாற்றும் சக்தி கொண்டது.
சரி, எப்படியோ இந்த மேல்நாட்டு சங்கிலி சில்லரை வியாபாரங்கள் அடித்து பிடித்து இன்னும் சில வருடங்களில் வந்து விடுவார்கள் என்றுதான் தோன்றுகிறது. நாம் என்ன செய்ய வேண்டும்?
1. சங்கிலித் தொடர் சில்லரை வியாபாரங்களுக்காக உண்டாக்கப்படும் சட்டங்கள் விரிவாக ஆலோசித்து (சற்று நேர தாமதமானால் ஒன்றும் குடி முழுகிப் போய்விடாது) முடிவுகள் எடுக்கப்பட வேண்டும்
2. எல்லா தரப்பு வியாபாரங்களின் கவலைகள் மற்றும் நாட்டு நலத்தையும் மனதில் கொண்டு அடுத்து வரும் அரசாங்கங்கள் மாற்றி அமைக்க முடியாதபடி சட்டங்கள் செய்ய வேண்டும்
3. மேல்நாட்டு சங்கிலித் தொடர் சில்லரை வியாபாரங்களின் முதலீடுகளை மிக விரிவாக கண்காணிக்க வேண்டும். முதலீடுகள் குறைந்தால், ஏராளமான அபராதம் இருக்க வேண்டும்
4. சைனா பொருட்களை சகட்டு மேனிக்கு இறக்குமதி செய்வதை தவிர்க்க வேண்டும். ஒவ்வொரு சைனா இறக்குமதிக்கும் சரியான காரணம் இருக்க வேண்டும்
5. இவர்களது விரிவுபடுத்தும் திட்டங்களுக்கும், இவர்களது கட்டுமான முதலீட்டிற்கும் சரியான சம்மந்தம் இருக்கும்படி பெய்ய வேண்டும்
6. இவர்களது விலை நிர்ணயம் அரசாங்கக் கட்டுப்பாட்டிற்குள் இருக்க வேண்டும்
7. எங்கு இவர்கள் கடை திறக்கலாம் என்பது தீர ஆராய்ந்து முடிவெடுக்க வேண்டும். இல்லாவிட்டால், வட அமெரிக்கா போல, வியாபார இடம் என்பது இவர்களது சட்டமாகி விடும் வாய்ப்பு உள்ளது
8. கடைகளில் எத்தனை இந்தியப் பொருள்களை இவர்கள் விற்கிறார்கள் என்று கண்காணிப்பு வேண்டும்
9. சுற்றியுள்ள சமூக நலனிற்கு இவர்கள் என்ன செய்கிறார்கள் என்று வருடா வருடம் அரசாங்கத்திற்கு பட்டியலிட வேண்டும்
10. இந்த வியாபரங்களில் சட்டத்தை மீறி வியாபார நடவடிக்கைகள் நடந்தால், அரசாங்கத்திற்கு பொது மக்களால் புகார் சொல்ல வழி இருக்க வேண்டும்
ஏதோ சோஷலிச சட்ட திட்டம் போலத் தோன்றலாம். இவர்கள் புறங்கையை நக்குவதற்கு காரணம் உள்ளது. எந்த சட்டமும் கட்டுப்பாடும் இல்லாமல் இவர்களை அனுமதித்தால், நடக்கப் போவது கொள்ளை என்பது நிச்சயம்.

    Why India should not allow any FDI in Retail Sector

    This article is in response to the two news items “India drops proposal to open up for western retailers” and “Retail reform U-turn hurts Singh”, an article by Mr. Ramachandra Guha “The west has placed too much faith in Singh’s reputation”, (FT, Dec 8, 2011) and the editorial “Reforming India U-turn on retail liberalization is a dangerous setback”. (FT, Dec 9, 2011).

    According to Mr. Guha, it seems, Mr. Singh “believes that entry of companies such as Walmart will generate a boost in employment, and better connect farmers to urban markets”. Mr. Rajiv Kumar of FICCI (Federation of Indian Chambers of Commerce and Industry) has said “those who has opposed the reform had irresponsibly whipped up xenophobic sentiment, invoking the return of the East India Company from colonial days, to set back a debate on modernizing a vital sector of the economy.” Calling the decision as ‘dangerous setback’, in your editorial you state the reform “would have helped the country to reduce its rampant inflation rates, and improve functioning of its supply chain. India’s ailing infrastructure would have benefited from investments made by foreign entrants.”

    All these statements assume that allowing FDI into retail sector is the reform needed. I disagree.

    First of all, there is no evidence that these projected gains will happen. I base my assertion on the lackluster growth of Indian owned national supermarket chains like Reliance Fresh. Surely, if it was greatly profitable, Reliance should not be constrained in making more investments themselves.

    The reason they have not done so, is because, Retail is a low margin business. For instance, for Safeway, for the QE 9/11, of revenue, EBITDA was 5.4%, EBIT 2.8% and Pre-Tax is 2.1%. The capital costs of creating additional large format stores will further eat into an already slim EBIT, not to mention the hole the upfront capital expense will drill into its cash position; or increase debt to a level where I is > 0.7%.

    Indian supermarket chains know that as part of the so-called ‘economic reforms’ the Government will consider FDI in that sector, sooner or later. A Safeway, Tesco or Walmart, instead of starting from scratch, will take over some of their ventures. They will take the cash and walk out. I am not at all convinced that they are in this sector with the altruistic feeling of lowering the prices to consumers or helping the farmers to connect to urban markets!

    If you think I am cynical, try this. If I, as an Indian business group have made some small but significant investment in Retail and I believe it is going to grow leaps and bounds, and make me a lot of money for a long time, I must be standing out there waving placards against the Government telling it to “Stop FDI in my sector”, right?

    Whereas my representative FICCI issues a tepid message criticizing the opposition to FDI and attributing motives like xenophobia to the opponents. It is because they can barely hide their disappointment seeing the $$$ that were to flow to them flushed down the toilet.

    In the mean while, all shops in Tamilnadu observed a one-day bandh downing the shutters, to protest against FDI in Retail. They lost a day’s revenue; their staff lost a day’s salary, but they put their money where their mouth is. So, whom would you trust?

    If Walmart brings only unadulterated bliss to a community, one must ask why many communities in the US are fighting against, and winning, opening of new stores in their neighborhood.

    People who oppose FDI in Retail have already pointed out the damages that such a move will cause to existing small traders forced to shut down, the millions of jobs that would be lost and the unemployment it will create among the mostly uneducated and under-educated working in that sector. These in themselves are good enough reasons to shelve this idea for good.

    There may, indeed, be a pot of gold at the end of the rainbow, but we don’t have to go through a massive storm and dislocation to get it. When we get it, we may not even like it. In my opinion, this is one of those things where we have to be very wary of what we wish for.

    I would also like to see evidence that farmers’ income improved or when and where Walmart laid out its funds for improving the infrastructure of a country, before accepting such ‘benefits’ to be true. Most of the times these large stores dictate a price, after having shut down other outlets.

    But there are more reasons to reject FDI in Retail. Let me enumerate them.

    No new technology
    Firstly, foreign retail format does not bring in any new technology. Retail is not telecommunications or aerospace. Period. There is absolutely nothing that they know that we cannot do on our own, or learn and modify to suit our needs.

    Indian service levels are unmatchable
    If anything, Retail is highly consumer oriented. What does Retail in the US do now? Having become totally impersonal after killing all mom-and-pop shops who knew their customers, they install, at huge cost, CRM (Customer Relationship Management) software to get to know their customers!

    But a small Indian shopkeeper already knows his customers! He knows Auntie/Sister in the fourth floor of building X nearby likes Annapoorna atta, and the Saab likes Dukes soda, and not Kinley. I don’t see any western chain acquiring that kind of knowledge on its customers to be able to stock stuff they want to buy.

    Physically impossible
    As of 2010, there were 36000 stores in the US with $2M+ in annual sales. That is approximately one store for a population of 8000. At that rate India will require 150,000 stores. Do you think that will happen any time soon after allowing FDI into Retail?

    Please do spend some time computing the air-conditioned space required, and cost of maintaining such stores etc. The country has not met 100% of power required for households and factories, today. Why must we have air-conditioned supermarkets? It is not that Indians don’t deserve air-conditioned supermarkets, but it should not be a priority.

    In a capital and space scarce place like India, a capital-intensive space hogging solution will simply not work. I can give you a lot of other mind-boggling statistics like sale/sq.ft, median weekly sales per store etc. that will only prove that this will be a physical impossibility in India. Reliance and others know it. That is why they have not invested more.

    Shops are close to the customer physically
    Indian communities are more organic – not as harshly regimented by the laws of “zoning”. In Bombay, for instance, when you climb out of your apartment building, you will see shops of all kinds nearby, from a barbershop to an Internet café; from a local grocery store to a local (as opposed to National) supermarket chain. From a car rental to several green grocers. And several hawkers. We buy everything from them. From where I live in Bombay to go to a Reliance Fresh store nearby, a bus trip will cost me Rs. 20 and 2 hours. By auto-rickshaw it will cost me Rs. 120 and 2 hours. Assuming I go in a crowded bus, and return in an auto carrying the stuff and assuming I get a 10% price advantage, I need to buy goods worth Rs. 700 to break even! I have lost 2 hours.

    Compare that to my local shop, which will deliver everything I need in 15 minutes, for free; even a small order for Rs. 50.

    Surely, if you lived near a Reliance Fresh, you may want to use it. But it is simply not possible to replicate that model all over India, overnight or any time soon. Even with 100% FDI in the sector.

    Local shops and local chains are responsive
    Recently I picked up a bottle of sesame oil of a particular brand from a shop, and showed it to my regular local supermarket chain store manager. He read the label, and got on the phone with the distributor of that product, and asked him to send their salesman when he is around the area next. Many times I have asked for a specific brand or product, and my local shopkeeper or chain store manager would get it for me. Imagine what it would take to add a line or brand that they do not carry, to a Safeway store!

    Indian consumers already eat fresh
    Why must I bring vegetables from Florida in refrigerated trucks to my California store 3000 miles way, polluting indiscriminately? Fancy restaurants in San Francisco and Napa Valley charge $40 to $50 per entrée, boasting that their cuisine is based on local produce, and not supermarket stuff, and claiming that they are now following a ‘sustainable model’. Farmers Markets in yuppie towns are a growing craze in the US where one pays $10 a pound for something that one can get in a supermarket for $2, just because it is local produce and it is fresh!

    In India already everybody is eating fresh local produce! Where I live in Bombay, there is a hawker who sells only different varieties of greens! Un-refrigerated but fresh. All the vegetables and poultry come from nearby local farms, and again un-refrigerated and fresh.

    In most places in India, and certainly in Bombay we get fresh milk (500 ml or 1 liter packs) everyday from Aarey Dairy (or Amul or Aavin etc.) that are from cows and buffalos fed vegetarian fodder (not the blood-meal as in the US). Why do I need milk in cartons and plastic cans that requires a large Fridge to store for a week, when I can get fresh milk everyday?

    About 50 or so housewives/homemakers show up every day around 7 am at a street corner off of Ferguson College Road, in Pune, and meet up a truck that brings about 200 Kilos of fresh vegetables from nearby farms. Everything is sold out in about an hour, before the regular shops open. Assuming the trucker makes Rs 10 per Kilo, he makes Rs. 2000 a day. I don’t think he has even a hawker license, and there are no overheads, rents, business liability insurance, workers’ compensation insurance etc. His family has a livelihood, and his customers eat fresh and are happy.

    I don’t think he should be put out of business.

    To go from point A to point A we don’t have to do anything!
    Why go to point B, and then find it difficult to return? Folks here in the US want free home delivery, local produce, fresh produce, and personal and responsive service.

    There are movements against over-zealous zoning for creating more integrated communities, so that one does not drive two miles for a pint of milk.

    In other words, the US consumer wants all that the Indian consumer currently has!
    Why must Indian consumers give up all that an US consumer is now craving for?

    So, what kind of jobs FDI in Retail is going to create?
    The 36000 US Supermarkets employ about 3.4M people. All these are ‘at will’ jobs (can be terminated any time by either party without notice) and pay barely above minimum wage, with little or no benefits.

    Peter Drucker, in his “Management Challenges for the 21st Century” wrote:

    “The average working life, in other words, is likely to be fifty years, especially for knowledge workers But the average life-expectancy of a successful business is only thirty years – and in a period of great turbulence such as the one we are living in, it is unlikely to be even that long. Even organizations that normally are long-lived if not expected to live forever – schools, universities, hospitals, government agencies – will see rapid changes in the period of turbulence we have already entered. Even if they survive – and a great many will not, at least not in their present form – they will change their structure, the work they are doing, the knowledges they require and the kind of people they employ. Increasingly, therefore, workers, especially knowledge workers, will outlive any one employer, and will have to be prepared for more than one job, more than one assignment, more than one career.”

    If that is the fate of knowledge workers, what happens to folks stocking shelves, and sticking price tags in a supermarket?

    Drucker, above, advises workers to take care of themselves. The Indian Retail sector is already on Drucker’s model for future for long-term productive employment.
    We already have folks working in Indian Retail sector, the owners at least, who are fully vested in their ventures, and are self-employed. They do employ many uneducated and under-educated as shopmen and make them productive under their close supervision.

    It makes absolutely no sense to kill all those jobs, and look for the jobs that Walmart and Safeway are going to create for us! We have to be insane to believe that FDI in retail is good for India!

    Supply Chain Schmupply Chain
    I will first define ‘reform’ as a process that identifies what is wrong with the current system, and figures out ways and means to improve it. It must take into account all costs including the cost of transition, in all forms including damage to currently invested capital, and all consequential costs of dislocation, and destruction of jobs.

    Assuming such costs are worth incurring for the benefits that will accrue (which is highly questionable), one must look for guarantees of some kind that the new system will indeed bring those benefits. If it is in the nature of things that such guarantees cannot be given or obtained, then the reform must look for ways to improve the current system, incrementally.

    Walmart, Tesco and Safeway cannot and will not guarantee anything. After destroying the current system, and having only three or four national supermarket chains, the prices may actually go up!

    The reactions mentioned above in your esteemed newspaper and the hand wringing start from just assuming that allowing FDI is the reform, when it is not.

    Incrementally improving India’s current system is the reform. That is exactly what India must do, as the current supply chain of stockists, distributors, wholesalers and retailers are sending goods to a large number of small stores in a much more focused and narrower distribution model.

    Why not let the local competition work?
    Already, the local supermarket chains are challenging the small stores to do better. 20 years ago, you would stand outside a shop and tell a grocer what you want, and he would go to the back of the store and get it for you.

    Since the advent of Indian supermarket chains, many shops have remodeled to allow customers inside for limited display and browsing experience. Goods have become cleaner, and pre-packaged to correct weight etc. Some of them are air-conditioned, as well.

    In my regular local supermarket chain store, I saw only one quality of dal for Rs 90 a kilo. In another local supermarket store of a different chain, I saw 3 qualities of the same dal at Rs. 90, Rs. 100 and Rs. 110. Further, this second store advertises “ always at least 2% less than MSRP”. I have started buying from this store, which gives me choice, and a small discount.

    I recently bought a Hawkins pressure cooker. I had not done any research on that item by comparison shopping or on the Internet. I simply asked the shopkeeper if I am paying a fair price. The MSRP on it was Rs 1500. He said he gets 20% and he would give me 10% discount, and I got it for Rs 1350. A couple of days later I saw the same item in a big supermarket for Rs. 1375.

    Indian shopkeepers are not stupid. They know there is competition now. They know the market prices. By dealing with me fairly, he made sure I would stop by his shop again, if I wanted something else. That is CRM in action for you!

    I foresee some old style shops will die, but others will expand taking over the nearby spaces and eventually the Indian consumer will benefit by such improvements and consolidation.

    Local chain stores are doing a great job in customer service, that other shops are beginning to copy. We will have an improved supply chain, lower prices and better service even with such limited market driven consolidation.

    We don’t need a massive Government driven consolidation, with unpredictable outcome at great human cost, with a liberal FDI policy.

    So, is everything great with Indian Retail sector?
    Certainly not. The problem with Indian retail is not that we don’t have a Walmart.

    We have
    – poor infrastructure
    – poor transport facilities including bottlenecks; interference and stoppages by police and others
    – pilferage in transport, especially in rail transport
    – wastage in storage by the procurement agencies

    Improvements in all these areas will lower costs throughout the supply chain. The Government should focus on these tasks and not seek FDI when all the fundamental problems are still there.

    Harassment of shopkeepers
    I mentioned the stoppages of trucks carrying goods on the roads, ostensibly to verify documents etc. Such stoppages and interference by officials not only open up opportunities for corruption, but add huge costs in terms of delays, demurrage etc.

    India has Excise duty on manufactured goods, Import duties, VAT, Octroi (Entry Tax) in certain cities, and Income tax. In addition there are local officials that enforce labor laws.

    An Indian shopkeeper is a sitting duck for harassment by any and all of these officials. He cannot run, he cannot hide. He just has to deal with them, and often this requires paying up.

    Current Indian threshold for exemption from Income tax is US$ 4000. A shopkeeper who makes Rs. 250,000 a year ($5000) comes under the tax net.

    If I were the Finance Minister of India, I will raise the threshold for exemption from Personal Income tax to $20,000 (Rs. 1M).

    I will exempt all small businesses that generate $200,000 (Rs. 10M) or less in revenue, from all regulations and Income tax,

    Currently, businesses with revenue over Rs. 5M must not only file Income Tax return, and pay taxes, but must have its Return pre-audited at its own cost by a CPA! There are many such arcane rules and you can see the opportunities for harassment and corruption.

    Such business people who are entrepreneurial, and self-employed should be completely freed from the clutches of the officials. This will put great savings back into the hands of those who will reinvest in business, (instead of secretly depositing it in their Swiss bank accounts) and such reinvestment will make it possible for consolidation of neighborhood shops.

    Freeing the working class and small business from the tax net and petty bureaucracy is the biggest reform required to help the Retail sector.

    It will give more time to the Income Tax people to go after the rich tax evaders, and bring home the $1.5T sitting in the Swiss bank accounts!

    Hawkers should be easily licensed on the spot for a small fee and should be otherwise left alone. The more enterprising ones will be the future shop owners. If not they are taking care of themselves, and are no burden to the state.

    So what should be India’s economic policy
    Indian leaders must realize that all countries want you to play by rules that are set by them.

    Capital rich countries will offer FDI to pry open new markets. Countries like India have no choice but to accept that in certain sectors which are capital intensive or involve technology that they do not possess.

    India on the other hand, is labor rich, and must pursue all policies that will help leverage its young but huge educated labor force. Must do even more on education to sharpen that edge.

    Every time someone brings up FDI in Retail, Banking and Insurance, India should talk to them about, let me coin a phrase, Foreign Labor Import, FLI. That is to say, “Please open up your labor market for us”.

    The US has allowed FLI for temporary jobs of Engineers and Nurses up to 65000 a year – known as H1B visas. It will not open its labor market beyond that. That is its enlightened self-interest.

    The Arabs changed the rules of the game, did they not, when they formed OPEC and raised the price of oil? Before that, the oil companies simply took the oil supply for granted at ridiculously low prices. The world is still reeling under this now-accepted pricing regime of OPEC, a model that has nothing to do with cost, but what the street can bear.

    For long the western countries have flaunted that unbridled capitalism is great for all. Now we know for sure that is not true. It has not been great even to them! The Euro crisis and the current US recession are proof enough.

    Mr. Rajiv Kumar of FICCI dismisses India’s decision, as xenophobic. You call it a dangerous setback. Dangerous to whom?

    The East India Company took over India with about 100,000 rifles. The West colonized the rest of the world. The resultant world economy was based on fear. It took a few millennia to get the world free of colonialism.

    The current world economy is based on big Corporations running the Governments and telling them what to do. This is true for India as well. The resultant economy is based on greed. So when the FICCI says that FDI is great, we have to suspect that statement.

    The world needs to move towards creating a model based on reason and fairness. WTO and GATT etc are only fledgling devices in that direction. As long as they are nascent, and ineffective, countries like India should always be on the guard to protect its interests; or exhibit a robust and enlightened self-interest.

    Therefore, the first step is to carefully examine any idea that comes from the West or the big business saying that ‘it is good for you, please do it’.

    This is not to say, India should get isolated. India should be smart like OPEC to set value for some things it has, in exchange for some things it wants. It should not get pushed into taking something it does not need.

    Just because the educated elite in the West mouth jargons like globalization is good, world is flat, FDI is good etc does not mean they know more about what is good for India.

    They do not.

    Author Ravi has done a great analysis. I know that Ravi Natarajan wirtes very good articles. But in this issue , he needs to review his views again. Indian Supply chain machinery is still following very old methods. This is not a new issue. Please remember 1980s Farmer’s agitations.(Narayana Sami Naidoo was the leader.). He was accusing traders are making more money than Farmers. That is true. Whole sale traders makes lots of money in India. Please note that they did not spend any money to improve the distribution. Basically it is a lobby. No political party wants to touch this lobby.

    Even today , Congress is backing out because of the lobby.
    Please note that these traders welcomed all International Banks. They support FDI in all areas except in retail industry.

    I get a shirt in Toronto for the same price as Chennai. It is because of the Walmart.

    Sales Tax collection will be much regulated in MNC stores.
    (Please remember MUDHALVAN movie). These traders exploits their employees.

    India is ready to accept MNC in banking sector, manufacturing sector, telecommunication etc.. Why do we have to protect our retail industry alone?

    Walmart motive is Profit. It is nothing different from our “Mandi” owners.

    But Wlamart will pay minimum wages. “Mandi” traders will exploit the workers.

    Walmart will pay sales tax regularly. Our traders will ask a question “Do you need a bill?”.

    முன்பெல்லாம் பெட்டிக்கடைகளின்முன் மரச்சட்டங் களினால் செய்யப்பட்ட டிரேக்கள் ஏராளமாக இருக்கும். அதில் உள்ளூரின் பலவிதமான கம்பெனிகளின் பானக வகைகள் நிறைந்திருக்கும். ஜிஞ்சர் பீர், கோலா என்றெல்லாம் பெயர்களில். இப்போது, பெப்ஸி, கோக் என்று வந்த பிறகு அதை விட பன்மடங்கு உள்ளூர் மக்களின் வேலை வாய்ப்பு அது சார்ந்து பெருகியிருக்க வேண்டும். ஆனால் முன்பை விடவும் மிகக் குறைவாகவே வேலை வாய்ப்பு கிடைத்தது. பெப்ஸி, கோக் போன்ற பானகங்களுக்கான வினியோகஸ்தர் களாகும் வேலை செல்வந்தர்களுக்குக் கிடைத்தது. பழைய தொழில்முனைவர்கள் இவர்களிடம் கூலி வேலை பார்க்கலாம்.

    Thanks for the replies. I am eager to read Ravi’s second part of this article. He is a very good author. He always comes up with lots of facts and details.

    But still my fundamental question is about differentiating the sectors in the process of liberalization?

    When Ford Motors comes to India, we welcome. When Coke and Pepsi took over the entire Market, we welcome. When all foriegn banks come, we welcome. But retail market should be protected. I do not understand the logic.

    1985 Rajiv Ghandhi said this. “If we give assured market to our industries, one hand they will cheat their customers and other hand they will cheat the Govt officials.”
    There was a lot of opposition for his first step towards liberaisation. But it really helped Indians. Hero Honda, Bajaj Kawasaki etc.. came to Market. (Do you remember heavy Lambaroda scooters. Most of the people got shoulder pain).

    Liberalaization really helped India. Protectionism never worked in India. We protected our Industries until 1985. It never helped us.

    When Rajiv Ghandhi talked about computers, there were lots of opposition. It wiped out all typists, clerical jobs. True. But it opened a new job market like analysts, programmers , testers.

    When you open Retail Industries, many shops have to close. But it may create several new jobs like category analyst, Supply chain, transportation, cashier etc.

    New economic policy is based on two fundemental princples.

    Open the Market for Forign direct investment.

    Disinvest govt ownership.Government should spend money only on Infrastructures and Welfare schemes.

    So we can not protect specific sectors based on the powerful lobby.

    இதே வாதம் நான் என் நண்பர்களுடன் உரையாடுகையில் சொல்வதுண்டு. இயங்கு மென்பொருள், அமைப்பு மென்பொருள் இவற்றுள் (such as Operating System etc.) நாம் நிபுணத்துவம் பெற்றிருப்பினும் நம்மால் அத்துறையில் தடம் பதிக்க இயலவில்லை. அதை விடுங்கள், SAP, Oracle E-Business Suite போன்ற பயன்பாட்டு மென்பொருள்துறையில் கூட நமது பெயர்சொல்லும் ஒரு product இல்லை. அட உலகளாவிய அளவில்கூட வேண்டாமையா, இந்திய அளவிலாவது ? அதற்கும் Oracle–காரனும் SAP-காரனும்தானா வரவேண்டும் ? (முன்னொரு காலத்தில் Ramco, Marshall என்றொரு மென்பொருள் வைத்திருந்தார்கள். அதன் தலையெழுத்து இப்போது எப்படி உள்ளதோ ?)

    Apples and Oranges my friend. We invited Ford but we didn’t give them 51% of market share so as to control us and dictate.

    Now that you brought in Coke and Pepsi; you know how they crushed our own brands (I mean literally, by buying and crushing the bottles of the opponents) And using the media they totally mesmerized the entire youth to believe that consuming Coke & Pepsi is a status symbol and we yielded to that psychological warfare.

    And to the core, when Coke was accused of having pesticide, they again used our own media icon to poke our eyes in terms of marketing. I still remember Radhika batting for Coke, justifying the pesticides in Coke in the media, with the lame argument of “even the milk and esp. breast milk are containing pesticides”

    Can you expect this sort of marketing strategy in the West for any foreign (esp. Indian) brand ?

    We should invite FDI in the sectors where we don’t have enough resources, such as R&D. FOR SURE retail is not among them. And that too, how do you support opening up with 51% market to them ? If we’re really that desperate, why can’t we take it one step at a time, like giving them 10-20% first, see the effect and increase or decrease it later on ? Once surrendered the market to them, we can’t get it back. Hope you know how powerful the West is in arm-twisting and how cheap and gullible our sick politicians – which’s led by the Western boot licking group – are.

    Inviting FDI in the retail is one thing, but giving them the entire control and surrendering the market to them is another.

    FDI பற்றி இவ்வளவு பேசுகிறோமே, IT outsourcing பற்றி அமெரிக்க ஊடகம் எப்படி எடுத்துக்கொண்டது தெரியுமா ? சில ஆண்டுகள் முன்பாக (அநேகமாக 2001-2002 வாக்கில் என்று நினைவு) CNN-ல் Lou Dobbs தினமும் Exporting America என்ற அவரது தொடரில் பெங்களூரு மென்பொருள் நிறுவனங்களை வீடியோ எடுத்து ஏதோ அவை வில்லன்கள் மாதிரி சித்தரித்து வந்தார். ஏன், அவர்களது உள்ளூர் நிறுவனங்களால் அதிக சம்பளம் தந்து உள்ளூர் ஆட்களை வேலைக்கு அமர்த்தினால் திவாலாகிவிடுவோம் என்ற பயத்தினாலும் அதிக லாபம் ஈட்டவேண்டும் என்ற குறிக்கொளோடும்தானே outsource செய்கிறார்கள் ? அதை அவர்களால் நேர்மையாக ஒப்புக்கொள்ளாமல் நம்மை எதற்கு கொள்ளைக்காரர்கள் போல சித்தரிக்க வேண்டும் ?

    கொஞ்சம் யோசித்துப்பாருங்கள், நமது mainstream தேசிய காட்சி ஊடகத்தில் கோக்/பெப்ஸி பற்றி இதே ரீதியில் அவர்கள் நமது குடிநீரை எவ்வளவு உறிஞ்சுகிறார்கள், அதற்கு அவர்களுக்கு ஆகும் அடக்கவிலை என்ன, ஈட்டும் வருமானம் எவ்வளவு, நடிகர்கள் மற்றும் விளையாட்டு வீரர்களுக்கு அளிக்கும் விளம்பர வருமானம் எவ்வளவு, அதில் அவர்கள் எவ்வளவு வரி செலுத்துகிறார்கள் (சச்சின் இந்த வரியை தவிர்க்கும் பொருட்டு தனது தொழில் நடிப்பு என்று வேறு குறிப்பிட்டிருந்தாராமே – நன்றி பத்திரிகையாளர் ஞாநி), அவர்களது ஆலைக் கழிவால் ஏற்படும் நஞ்சு எவ்வளவு, அரசியல் மற்றும் அதிகார வர்க்கத்தில் அவர்கள் செய்யும் லாபி இது பற்றியெல்லாம் விலாவாரியாக தொடர்ச்சியாக ஒரு வருடம் முழுக்க தொடர் வெளியிட இயலுமா ?

    இந்திய மக்களை விரைவில் அமெரிக்கா மட்டுமல்ல பன்னாட்டுக் கம்பெனிகளுக்கு விற்பனை செய்ய சட்டம் போட்டாலும் போடுவார்கள் நமது அரசியல்வாதிகள். பொது நலம் மறைந்து சுய நலம் உடையவர்கள் அரசுத் தலைமைப் பீடத்திற்கு வந்ததன் பின் விளைவுகள் இவை. ஒரு காலத்தில் வெளி நாட்டுப் பொருட்களை வாங்குவதை நிறுத்த இயக்கம் நடத்திய இந்தியா, இன்று அயல் நாட்டுப் பொருட்களுக்கு அடிமையாய் கிடப்பதை நினைக்கையில் வேதனைதான் மிஞ்சுகிறது.
